In 2022, China Unicom’s international telecommunications services were put on the Covered List based on a determination by the Executive Branch national security agencies. The Commission affirmed that U.S. national security agencies have determined that China Unicom’s services pose an unacceptable risk to U.S. national security. The FCC emphasized that it is legally required to act on such determinations without discretion and rejected China Unicom’s claims of due process violations and arbitrary decision-making.
