On February 27, 2025, the FCC adopted an Eighth Report and Order, which established a new rule requiring all U.S.-based providers in the call path to block calls using a reasonable do-not-originate (DNO) list. The rule will become effective 90 days after a notice of Office of Management and Budget (OMB) approval is published in the Federal Register. Because the notice of OMB approval was published in the Federal Register on September 16, 2025, the rule’s effective date is December 15, 2025.
