The FCC has adopted a Notice of Proposed Rulemaking (NPRM), which proposes to update the Telecommunications Relay Service (TRS) standards to be more consistent with current usage of TTY-based relay services.  Such services help ensure functionally equivalent communication for individuals with hearing and speech disabilities.  The NPRM proposes to delete a provision in the FCC’s rules that requires telecommunications relay services providers to support the now obsolete ASCII transmission format.
