The Wireline Competition Bureau (WCB) has granted a limited waiver of the July 1, 2025, deadline for certifying FCC Form 481 for carriers authorized for Enhanced A-CAM support. Carriers not receiving Enhanced A-CAM support must still certify the required FCC Form 481 annual report by July 1, 2025. For carriers receiving support from Enhanced A-CAM and other high-cost programs, the Form 481 deadline is waived for those other programs to the extent that the system only allows one certification for all of a carrier’s SACs.
The Commission’s rules may be waived for good cause, and given that certain certification requirements have not yet become effective for Enhanced A-CAM carriers, the Bureau has determined that special circumstances warrant this waiver. The WCB will announce a new effective date and deadline at a later date. Enhanced A-CAM carriers may complete certifications before the new deadline, and once the rule is effective, the Commission will enforce the underlying obligation. Once the new deadline becomes effective, USAC will calculate any support reductions due to late certifications of Enhanced A-CAM carriers.
