37 Percent USF Contribution Factor Proposed for Q2 2026

The FCC’s Office of Managing Director (OMD) has proposed a universal service contribution factor of 0.370 or 37.0 percent for the second quarter of 2026. Calculated by balancing cost projections with industry revenues, this contribution factor will require telecommunications carriers to pay an amount equal to 37 percent of their interstate and international end-user revenues into the Universal Service Fund and to limit recovery from interstate customers to 37 percent of the interstate telecommunications charges on their bill. The proposed contribution factor will be approved automatically after 14 days unless the FCC takes further action.
