FCC Seeks to Strengthen “Know Your Customer” Rules

As it continues its efforts to combat illegal robocalling, the FCC adopted a Further Notice of Proposed Rulemaking seeking comment on its proposals to strengthen “Know-Your-Customer” (KYC) rules for voice service providers. The Commission is considering imposing penalties on originating voice service providers for violations of the KYC rules on a per call basis and also seeks comment on: (i) creating customer identification requirements for new and renewing customers; (ii) establishing requirements for originating providers to verify, retain, and re-verify customer information; (iii) requiring more information from high-volume customers; and (iv) utilizing KYC requirements to complement call branding and other caller name requirements. Comments are due 30 days, and Reply Comments 60 days, after the item is published in the Federal Register.
