FCC Chair Previews November Open Meeting Agenda

FCC Chair Brendan Carr has announced some “Halloween Treats,” previewing four items for the FCC’s next open meeting on November 20th. Accordingly, the FCC plans to consider the following items:

(1) A proposal to auction up to 180 MHz of spectrum in the Upper C-Band (3.98-4.2 GHz) to open up spectrum for terrestrial use in next-gen wireless services. The Commission is required to auction at least 100 MHz of Upper C-Band spectrum by July 2027 as mandated by the One Big Beautiful Bill passed in Summer 2025.

(2) A proposal to modernize telecommunication relay services (TRS) in line with the Commission’s recent adoption of a Notice of Proposed Rulemaking proposing to transfer to all-IP interconnection for voice services.

(3) A Delete, Delete, Delete proceeding that will eliminate some expired or outdated Public Safety and Homeland Security Bureau rules.

(4) An order that will reverse the Commission’s January 2025 CALEA declaratory ruling establishing an affirmative duty for wireless carriers to “secure their networks from unlawful access or interceptions of communications.”
