FCC Seeks Updated Input on Telephone Access Charges

The FCC has issued a Public Notice inviting stakeholders to refresh the record on its 2020 Notice of Proposed Rulemaking proposing to eliminate outdated end-user telephone access charges associated with interstate access service offered by incumbent local exchange carriers, such as the Subscriber Line Charge and Access Recovery Charge.  The NPRM also invited comment on the FCC’s proposal to eliminate ex ante pricing regulation of Telephone Access Charges and require incumbent and competitive LECs to detariff these charges. 

In seeking updated input, the Commission is particularly interested in how market shifts, including the rise of mobile and interconnected VoIP services, and state-level changes affect the relevance of these access charges. 

Comments are due 30 days after publication of the Public Notice in the Federal Register, which has not yet occurred, and reply comments are due 45 days after Federal Register publication.
