Sunshine Notice: FCC Releases February Open Meeting Agenda

The FCC released the agenda for its Open Commission Meeting scheduled to take place Wednesday, February 18, 2026 at 10:30 a.m. The FCC will consider the following items:

  • A Notice of Proposed Rulemaking seeking to “strengthen the integrity” of the Lifeline Program through reforms including restricting benefits to qualified aliens and U.S. citizens, defining minimum data capacity and speeds for Lifeline supported broadband services, streamlining rules, and more.   • A Report and Order to enable broadband deployment on the 900 MHz band and establish a relocation process for incumbent operators in order to provide additional spectrum for utility, infrastructure, and private wireless companies. A draft of this item can be found here.
  • A Public Notice seeking comment on a proposal to open a limited filing window for new noncommercial educational reserved band FM translator stations in 2026. A draft of this item can be found here.
  • A Notice of Proposed Rulemaking seeking to reform intercarrier compensation, interexchange services, and Connect America Fund Intercarrier Compensation support to help speed up the transition to all-Internet Protocol (IP) networks. A draft of this item can be found here.

With the release of this “Sunshine Agenda,” all presentations to FCC Commissioners or Staff concerning the matters above, ex parte or not, are prohibited until the Open Meeting has adjourned.
