Tentative Agenda for July FCC Open Meeting

The FCC has published the tentative agenda for its July 2025 Open Meeting.  The meeting is scheduled for Thursday, July 24, 2025 and will be livestreamed at www.fcc.gov/live and available on the FCC’s YouTube channel. The agenda includes the following items:

Accelerating Upgrade Away from Old Copper Line Networks (WC Docket Nos. 25-209, 25-208) – The Commission will consider a Notice of Proposed Rulemaking seeking comment on deregulatory options that encourage providers to enhance their networks. It will propose reducing regulatory barriers for broadband investment and explore ways to accelerate the transition to modern, IP networks with advanced communications services, while safeguarding public safety.

Removing Barriers to Broadband Deployment and Investment (WC Docket No. 17-84) – The Commission will consider a Fifth Report and Order, Fourth Further Notice of Proposed Rulemaking, and Orders on Reconsideration to improve the pole attachment process to promote rapid and efficient broadband deployment.

Moving Closer to AWS-3 Spectrum Auction (No. 25-70, GN Docket No. 25-71, GN Docket No. 13-185) – The Commission will consider a Report and Order and Second Report and Order to update designated entity eligibility requirements for the AWS-3 spectrum bands (1695-1710 MHz, 1755-1780 MHz, and 2155-2180 MHz), enabling the auction of these licenses. Following the Spectrum and Secure Technology and Innovation Act, the auction must begin by June 23, 2026, and its proceeds will support the Supply Chain Reimbursement Program. This program reimburses advanced communications service providers for removing and replacing untrustworthy equipment from Huawei Technologies and ZTE Corporation, as required by the Secure and Trusted Communications Networks Act of 2019.

Streamlined Repeal of Outdated and Obsolete Rules (Docket No. 25-133) – The Commission will consider a Direct Final Rule aimed at modernizing its regulatory framework by eliminating outdated rules and reducing regulatory burdens to accelerate infrastructure deployment and innovation. This rule, initiated through the “In re: Delete, Delete, Delete” proceeding, aligns with President Trump’s policies outlined in Executive Orders 14192 and 14219, which focus on deregulation to promote prosperity. If adopted, the rule would repeal obsolete regulations and pave the way for further deregulatory actions in the future.

Improved Truth-in-Billing and Slamming Rules (CG Docket No. 17-169, CC Docket No. 98-170) – The Commission will consider a Notice of Proposed Rulemaking proposing to modernize and simplify the Commission’s slamming and Truth-in-Billing rules to reflect the evolution of the telecommunications marketplace, retain core consumer protections against unauthorized carrier switches and charges, and reduce regulatory burdens that can stifle innovation.

988 Text Georouting to Improve Access to the 988 Lifeline (WC Docket No. 18-336) – The Commission will consider a Fourth Report and Order aimed at enhancing access to the 988 Suicide & Crisis Lifeline by improving the routing of 988 text messages to local crisis centers. Currently, messages are routed based on the phone’s area code, which may not reflect the user’s actual location, hindering connection to local mental health resources. By requiring text providers to support georouting, this Order would ensure texts are directed to appropriate local centers based on the texter’s general location, improving access to crucial services for those in mental health crises.
