Wireline Competition Bureau Extends Lifeline Program Waivers

The FCC’s Wireline Competition Bureau (WCB) has announced an extension of two waivers, originally set to expire on December 1, 2025, for the Lifeline program.  The existing waivers  pause the phase-out of Lifeline support for voice-only services and the scheduled increase in the minimum service standards for mobile broadband data capacity.  Without these extensions, support for voice-only services, which currently provides $5.25 per month, would have been eliminated in most areas.  Additionally, the minimum service standard for mobile broadband data capacity would rise sharply from 4.5 GB to 29 GB per month, marking the most substantial increase since the standards were initially established.  By extending the waivers, the Commission will have more time to consider these changes.

The Bureau’s decision to extend these waivers is driven by considerations of public interest and the need to ensure stability within the Lifeline program.  The extensions aim to prevent disruptions for Lifeline subscribers while allowing the Commission to evaluate the recommendations from the Future of USF Report, which advocates for continued support of voice-only services, and the ongoing “Delete, Delete, Delete” proceeding, which seeks to address unnecessary regulatory burdens.  By maintaining the current standards, the Bureau aims to continue supporting low-income households without imposing undue financial strain on providers or subscribers.
