FCC Adopts Foreign Control Disclosure Order

The FCC has adopted a Report and Order to formally identify entities holding licenses and authorizations in the communications sector that are controlled by foreign adversaries.  Specifically, the FCC has categorized licenses, authorizations, and other FCC approvals into groups (e.g., wireless services, satellite, media, and submarine cables) each with different attestations and disclosure requirements based on the risks to national security.  The FCC also adopted a streamlined process for revocation for non-compliance.  The FCC believes that these attestations and additional disclosures will allow it to better eliminate or mitigate national security threats posed by foreign adversaries.
