The FCC has released a Small Entity Compliance Guide to assist small businesses, providers, and other entities with understanding and complying with the requirements announced in the Third VoIP Direct Access Report and Order released on December 19, 2025. This compliance guide provides an overview of the compliance requirements for robocall-related certifications, ownership and control disclosure requirements, public safety certifications, the Assess Stimulation certification, FCC Form 477 and 499 filing requirements, the declaration requirement, and other new recordkeeping and reporting requirements. The new rules, except for the new information collection requirements in 47 CFR § 52.15(g)(3)(x)(E) which are subject to review by the Office of Management and Budget, became effective March 19, 2026.
