As part of the C-band transition, the FCC’s Wireless Telecommunications Bureau (Bureau) recently sought comment on a preliminary cost category schedule (Cost Catalog) of incumbent C-band expense categories and estimates that would be reimbursed by new licensees following Auction 107. Pursuant to the FCC’s C-band Order, incumbent satellite earth station operators may accept either (1) reimbursement for actual reasonable relocation costs by continuing C-band satellite reception or (2) a lump sum reimbursement based on average, estimated costs of relocating the operator’s incumbent earth stations to the upper 200 megahertz of the C-band. After considering the comment record, the Bureau has updated the Cost Catalog classes of earth stations and developed proposed lump sum amounts for each earth station class and seeks additional comment. Comment is also sought on the methodology for determining average estimated costs. With the publication of this notice in the Federal Register, the comment deadline is June 16, 2020.
