The FCC adopted a Report and Order to simplify the process for technology transitions to accelerate the transition from legacy copper/TDM networks to modern, IP‑based networks. The Order eliminates filing requirements for network change disclosures, creates a single streamlined discontinuance rule, expands automatic grants, and provides blanket grandfathering for certain legacy services. The FCC also provides limited forbearance for resellers, updates emergency discontinuance rules, and removes obsolete regulations. Finally, it clarifies that that state requirements that obstruct FCC‑approved discontinuances are subject to federal preemption.
