The FCC has adopted a Notice of Proposed Rulemaking that proposes to require providers of non-IP networks to implement one or more non-IP caller ID authentication frameworks in their non-IP networks within two years. These providers will be required to either upgrade to an IP network or develop a non-IP caller ID authentication solution. The Commission notes that as STIR/SHAKEN only works in IP networks, non-IP network technology has created a gap in the caller ID authentication scheme that bad actors can exploit. The Commission seeks comment on its proposals and whether any non-IP caller ID authentication frameworks would meet the requirements of the TRACED Act.
