The Federal Communications Commission (FCC or Commission) has approved a Public Notice seeking comment on the competitive bidding procedures for Auction 108.  Auction 108 will make flexible-use, geographic overlay licenses for counties with unassigned spectrum available in the 2.5 GHz spectrum band.  This auction will make about 8,300 licenses available over three blocks of spectrum licensed on a county basis.  The Commission hopes this spectrum can initiate deployment of 5G networks in rural and Tribal areas.

The Commission seeks comment on whether the auction should be conducted using a single round pay-as-bid design or a simultaneous multiple-round design.  The FCC also seeks comment on other bidding procedures, certification requirements and upfront and minimum opening bid amounts.  Comments on this Public Notice will be due 60 days after it is published in the Federal Register, which has yet to occur, and reply comments will be due 75 days after it is published in the Federal Register.
