The FCC has initiated a rulemaking proceeding (NPRM) seeking comments on proposals to implement a mandate in the 2019 Pallone-Thune Telephone Robocall Abuse Criminal Enforcement and Deterrence Act, which directs the FCC to establish a process that streamlines the ways in which a private entity may voluntarily share with the FCC information about suspected unauthorized robocalls and caller ID spoofing. Specifically, the FCC proposes to establish a web portal, managed by the Enforcement Bureau, for private entities to submit information to the FCC about suspected unauthorized robocalls and caller ID spoofing violations. The web portal would be in addition to the FCC’s informal complaint process. The FCC believes that the portal will be valuable to employees who suspect that their company is violating the law, and third parties who have been disrupted by unlawful spoofing. Comments are due 30 days after publication of the NPRM in the Federal Register, and reply comments are due 45 days after publication.
