The FCC’s Wireless Telecommunications Bureau and Office of Engineering and Technology have approved the Spectrum Access Systems (SASs) of five SAS administrators—Amdocs, Federated Wireless, Google, Key Bridge, and Sony—to support spectrum manager leasing for Priority Access Licenses (PALs) in the 3.5 GHz Citizens Broadband Radio Service. PAL holders and qualified lessees may enter into spectrum manager lease arrangements, but first must notify a SAS administrator before the lessee can operate using the PAL. The SAS lease capability approvals are conditioned on ongoing compliance with the Universal Licensing System (ULS) application programming interface (API) (e.g., though SASs may accept lease information at any time, leasing information may only be entered into the ULS API from Monday through Friday between 9:00 am and 5:00 pm Eastern Time).
