The FCC’s Wireless Telecommunications Bureau (Bureau) is seeking comment on a petition filed by GCI Communications Corp. (GCI) to change how Alaska Plan final milestone commitments, due December 31, 2026, are evaluated. GCI has petitioned the Commission for modification or waiver of the Alaska Population Distribution Model (Model) to utilize the Broadband Serviceable Location Fabric and of the mobile waterfall methodology. GCI has proposed that Fabric data be incorporated into the Model to improve the Model’s approximation of where Alaskans are actually located. Additionally, GCI has petitioned the Commission for modification or waiver of the mobile waterfall methodology, which credits overperformance of a higher-technology commitment towards satisfaction of a lower tier of technology commitment. Comments on the petition are due May 27, 2025. Reply comments are due June 3, 2025.
