The FCC has adopted a Report and Order and Further Notices of Proposed Rulemaking to expand satellite communications capacity by opening additional spectrum for satellite use and seeking comment on making even more spectrum available in the future. The Order adopts new rules for the 12.7 GHz and 42 GHz bands, authorizing expanded fixed-satellite service operations, including satellite broadband, gateway earth stations, and connectivity for aircraft and maritime vessels.

In addition to the adopted rules, the FCC launched two further rulemakings seeking comment on making additional spectrum available for satellite communications. The first FNPRM seeks comment on expanding satellite access in portions of the Ku-, Ka-, and D-bands, as well as establishing additional spectrum for inter-satellite links and other satellite services. The second FNPRM, dubbed the “Weird Space Stuff” (WSS) FNPRM, explores spectrum needs for emerging space activities such as in-orbit servicing, refueling, manufacturing, lunar operations, telemetry, tracking, and control.
