The has FCC adopted a Notice of Proposed Rulemaking (NPRM) to modernize Telecommunications Relay Services (TRS), which are critical in enabling people with hearing or speech disabilities to make phone calls. With the switch to all-IP based calling, the Commission seeks to update TRS to ensure that TRS remains “effective, accessible, and sustainable” while effectuating a change from analog-based to Internet-based forms of TRS. The Commission also proposes to make the TRS provider certification process easier, close an outdated docket, and eliminate obsolete TRS regulations.
