FCC Establishes Spectrum Allocation and Licensing Framework for Space Launches

Space launches require the use of radio spectrum to download data from rockets and to send control signaling during the launches. Prompted by a growing number of space launches in recent years, the FCC has adopted  a Second Report and Order that allocates the 2025 to 2110 MHz band for ground-to-launch vehicle telecommand uses and the entire 2200 to 2290 MHz band for launch telemetry in. The order also adopts a non-exclusive licensing framework and technical rules for commercial space launch operators. The FCC also adopted a Further Notice of Proposed Rulemaking seeking comment on how to further optimize spectrum use for space operations.
