Bolstering its efforts to combat illegal robocalling, the FCC adopted a Notice of Proposed Rulemaking (NPRM) seeking comment on reforms to telephone numbering policies. The FCC primarily seeks to extend the certification and disclosure requirements that apply to interconnected Voice over Internet Protocol (VoIP) providers to all service providers receiving numbering resources directly from the North American Numbering Plan Administrator (NANPA) and to resellers of telephone numbers. Additionally, the FCC proposes to enhance numbering resource utilization/forecast (NRUF) reports to better combat robocall threats by updating its classification of “intermediate numbers” and requiring resellers to file their own NRUF reports. The FCC also seeks comment on imposing limits to the resale of numbering resources, the steps it can take to address robocalling that uses number cycling, and other measures to stop numbering fraud and abuse.
