The FCC’s Broadband Data Task Force, Wireline Competition Bureau, and Office of Economics and Analytics have published the requirements for filing bulk challenges to broadband serviceable location data in the Broadband Serviceable Location Fabric.  The Fabric will serve as the common dataset of all locations in the U.S. where fixed broadband internet access service can be installed.  BDC filers must match up their locations to the Fabric data.  Filers that submit multiple challenges to the Fabric (bulk challengers) must include the following information in their bulk challenge: (1) entity name; (2) contact information; (3) locations subject to challenge; (4) category of the challenge for each; and (5) evidence to support the challenge.

The FCC also provided a Data Specifications guide that outlines additional information that must be included in the bulk challenge filings.  All bulk challenge records must be organized in a common separated value format.
