The FCC has released a public notice formally announcing those counties where lower speed DS1 and DS3 end user channel terminations and certain other lower speed TDM-based business data services (BDS) are deemed competitive, non-competitive, or grandfathered.  In April, the FCC released a report and order wherein the agency determined that BDS is a now a competitive marketplace in certain locations in the U.S., and in those newly defined competitive counties, there will now be rate deregulation.
