FCC Seeks Comment on Cable Customer Rebates

The FCC HAS adopted a Notice of Proposed Rulemaking (NPRM) seeking comment on whether the Commission should require cable operators and direct broadcast satellite (DBS) providers to give rebates to subscribers during programming blackouts due to failed transmission consent negotiations or failed non-broadcast carriage negotiations.  During these blackouts, subscribers are paying the same monthly subscription fee for a service when they are not receiving all the channels they signed up to receive, and the FCC is seeking comment on whether and how to address the issue.
