The FCC adopted a Report and Order and Order on Reconsideration aimed at enhancing the integrity of the E-Rate program by creating and implementing a centralized competitive bidding portal and repository for the funding year 2028 competitive bidding cycle. Beginning July 1, 2027, prospective E-Rate service providers will be required to respond to applicants’ FCC Form 470 requests for services by submitting bids into the bidding portal and applicants will be required to upload competitive bidding documentation, including bid evaluations, vendor selection documentation, and contracts to the portal.  The FCC also adopted streamlined procedures for applicants transitioning service providers.
