The FCC’s Wireline Competition Bureau has adopted a Protective Order that sets out rules to limit access to proprietary and confidential information included in Robocall Mitigation Database filing descriptions by voice service providers.  The Bureau also clarified that implementation certifications, contact information, and other information in voice service provider’s descriptions are deemed to be public and thus cannot be marked as confidential.

The Commission’s rules require voice service providers to submit a filing in the Robocall Mitigation Database certifying that their traffic is either signed with STIR/SHAKEN authentication framework or subject to a robocall mitigation program.  The Bureau acknowledged that some voice service providers have already submitted their filings and thus the confidential labeling provisions will only apply to prospective filings.
