FCC Releases Tentative Agenda for July Open Meeting

The FCC released a tentative agenda and draft items for the upcoming July Open Commission Meeting, which will be held at the FCC and streamed online on Wednesday, July 22, 2026, from 10:30am – 12:30pm EDT. The FCC plans to consider the following five items:

  • A Report and Order, Order of Proposed Modification, and Order on Reconsideration (draft) to auction 160 MHz of Upper C-Band (3.98–4.2 GHz) spectrum by mid-2027.
  • A Report and Order and Further Notice of Proposed Rulemaking (draft) to replace the FCC’s current part 25 rules on satellite communications with a new “part 100” space and satellite licensing “assembly line” framework. The FCC also seeks comment on potential changes to the part 100 rules once adopted. 
  • A Report and Order (draft) modifying the FCC’s current broadband label rules that will remove certain provider requirements.
  • A Further Notice of Proposed Rulemaking (draft) in which the FCC seeks comment on multiple reforms to improve effectiveness of the Robocall Mitigation Database (RMD) through enhanced obligations and stricter guidelines to keep “bad actors” out.
  • A Third Report and Order and Third Further Notice of Proposed Rulemaking (draft) to strengthen the FCC’s Covered List by closing loopholes. The FCC also seeks comment on multiple proposals to further strengthen the Covered List.
