The FCC has adopted an Order establishing the procedures for the 2026 filings of annual access charge tariffs and tariff review plans (TRPs). These procedures apply to incumbent local exchange carriers subject to price cap regulation and rate-of-return carriers subject to sections 61.38, 61.39, and 61.50 of the FCC’s rules. The FCC relies on the filed TRPs to confirm that the annual adjustments to carriers’ eligible recovery have been implemented in alignment with its rules.
The Order sets an effective date of July 1, 2026, for 2026 annual access charge tariff filings. Thus, carriers filing tariffs on 15 days’ notice must submit their annual tariff filing on June 16, 2026, to be effective July 1, 2025. Carriers filing tariffs on 7-days’ notice must submit their annual tariff filing on June 24, 2026, to be effective July 1, 2025.
