FCC Proposes Fine Against Lumen for Apparent 911 Rules Violations

The FCC has proposed a $867,000 fine against Lumen Technologies, Inc. (Lumen), for apparently violating 911 rules.  The FCC alleges that Lumen failed to reasonably design and operate its network to transmit all 911 calls and notify Public Safety Answering Points for two 911 outages that occurred in February 2022.  The FCC’s Enforcement Bureau found that Lumen failed to notify public safety call centers in a timely manner in both outages and deployed a system that was insufficient to transmit all 911 calls reliably to such call centers in one of the outages.  The FCC claims that Lumen’s violations created a significant threat to the lives and property of tens of thousands of people.
