The FCC adopted a Notice of Proposed Rulemaking (NPRM) to review intercarrier compensation rules for voice telecommunications providers and phase-out outdated rules in continuation of its initiative to transfer to all-Internet Protocol (IP) networks. The NPRM proposes to end intercarrier compensation in exchange for bill-and-keep arrangements; proposes to de-tariff or eliminate cost recovery charges, end-user charges, and interexchange services; and seeks comment on the cost recovery framework necessary to facilitate the all-IP transition.
