FCC Seeks Comment on Average Schedule Interstate Settlement Formula for 2023-24

The Federal Communications Commission’s (FCC or Commission) Wireline Competition Bureau (WCB) has issued a Public Notice seeking comment on the proposed modification of average schedule settlement formulas, which the National Exchange Carrier Association, Inc. (NECA) filed on December 22, 2022.  NECA proposes to revise the formulas for average schedule interstate settlement disbursements in connection with the provision of interstate access services for the period of July 1, 2023, through June 30, 2024. According to NECA, “Actual settlements, taking into account projected losses of access lines, reductions in demand for special access services and projected increase in consumer broadband-only loop lines, are expected to increase on average by 1.8%.”

Comments are due on March 2, 2023, and Reply Comments on March 17, 2023.
