The Federal Communications Commission (FCC or Commission) has issued a Notice of Proposed Rulemaking (NPRM) seeking comment on what improvements should be made, if any, by the Commission, to equal employment opportunity (EEO) compliance and enforcement policies in the broadcast and multichannel video programming distributor (MVPD) industries as well as the Commission’s track record on EEO enforcement in those respective industries.  Commissioners Rosenworcel and Starks filed separate concurrences arguing that data collection of EEO enforcement and compliance should be included in this NPRM.  The Commission invites comments on the effectiveness of its EEO enforcement efforts and asks if certain elements should be added or removed.  With respect to EEO compliance efforts, the Commission invites comments on how it might modify its audit program to uncover discrimination at the points of recruitment, interviewing, and selection.

Interested parties may file comments 30 days after date of publication of the NPRM in the Federal Register, and may file reply comments 45 days after date of publication in the Federal Register.
