FCC Seeks Comment on Modifications to Certification and Reporting Requirements for ICS Providers


The Wireline Competition Bureau (the Bureau) is seeking comment on proposed revisions to the instructions and templates for the annual reports and certifications that inmate calling service (ICS) providers are required to submit.  The FCC uses these reports and certifications to observe and evaluate marketplace trends, increase ICS provider transparency, and ensure ICS rule compliance. 

The Bureau has amended the instructions and templates in an effort to improve the quality of information that is collected.  The Bureau is specifically seeking comment on the proposed categories of information that would be requested, including ICS providers’ operations, ICS rates, ancillary service charges, disability access, and site commissions.  Comments are due January 12, 2022 and reply comments are due January 27, 2022.
