The Federal Communications Commission (FCC or Commission) has adopted a Notice of Proposed Rulemaking (NPRM) that seeks comment on whether to eliminate or modify the recordkeeping rules for cable operators with interests in video programming services. Given the marketplace changes and the 2001 decision of the D.C. Circuit which eliminated the FCC cable channel occupancy limits, the Commission seeks additional comment on whether there is any remaining purpose for these recordkeeping rules.
