FCC Continues Removal of Unnecessary Rules

The FCC’s Media Bureau (Bureau) has taken action to eliminate obsolete and unnecessary rules and regulations as part of the Commission’s ongoing “Delete, Delete, Delete” deregulatory initiative.  Specifically, the Bureau has removed the standstill rule for program carriage complaint proceedings, which was vacated by the U.S. Court of Appeals for the Second Circuit in 2013.  Additionally, the Bureau has removed the rules placing limits on the use of encoding by cable television operators and satellite providers to prevent or limit copying of their programming, which were vacated by the U.S. Court of Appeals for the D.C. Circuit in 2013.
