Accessible User Interface Rules Take Effect

Certain of the FCC’s accessible user interface rules adopted in November 2015 have now been approved by the Office of Management and Budget (OMB) and have become effective as of August 18, 2016.  The accessible user interface rules, which were adopted to implement Sections 204 and 205 of the Twenty-First Century Communications and Video Accessibility Act (CVAA), are intended to make user interfaces and video programming guides and menus accessible on devices used to view video programming.  Those rules became effective on March 7, 2016, except for the rules that required approval by OMB.  The rules that require OMB approval and which became effective as of August 18, 2016 are Sections 79.107(a)(5) (usability requirement for digital apparatus); 79.107(d) (information, documentation, and training requirements for digital apparatus); 79.107(e) (notice requirements for manufacturers of digital apparatus); 79.108(d)(2) (notice requirements for manufacturers of navigation devices); and 79.108(f) (information, documentation, and training requirements for navigation devices).
