FCC Establishes E-Filing Procedures for Open Video System Operators

The FCC has adopted an Order establishing electronic filing procedures for parties wishing to operate an Open Video System (OVS). Specifically, parties will now be able to submit a certification application and notice of intent electronically instead of through the current paper application and notice process, which includes paper Form 1275. An OVS is similar to a cable system, only the system operator must lease channel capacity to unaffiliated programmers at just, reasonable, and non-discriminatory rates. The change is part of the Commission’s Modernization of Media Regulations Initiative. The new e-file process will become effective after the Order is published in the Federal Register.
