FCC Examines Future of 911 Regulation

The FCC has adopted a Notice of Inquiry seeking comment on how its 911 regulatory framework should evolve to address an increasingly diverse communications ecosystem. Recognizing that consumers now use a growing range of wireless, internet-based, satellite, and other emerging technologies to access emergency services, the Commission is examining whether its longstanding approach to determining which services are subject to 911 obligations remains effective. The NOI seeks input on modernizing the scope of 911 regulation, harmonizing requirements across traditionally separate service categories, and evaluating the Commission’s legal authority to ensure reliable access to emergency services as communications technologies continue to evolve.

Comments on the NOI are due November 16, 2026, and reply comments are due December 15, 2026.
