FCC Strengthens VoIP Robocall Guardrails

The FCC has adopted rules to modernize and strengthen the Commission’s requirements for Voice over Internet Protocol providers to obtain direct access to telephone numbers in order to reduce access to phone numbers by perpetrators of illegal robocalls.  The current VoIP technology allows bad actors to more easily make spoofed robocalls with minimal technical experience and cost. 

Under the adopted rules, applicants seeking direct access to numbering resources must: (1) make robocall-related certification to the FCC; (2) disclose certain ownership information; (3) certify compliance with FCC rules; and (4) comply with state law and registration requirements that are applicable to businesses in each state where numbers are requested.
