Trump Executive Order Promotes Voluntary Pre-Release Cyber Testing of Advanced AI Models

President Trump has signed an Executive Order directing the Department of Homeland Security’s Cybersecurity and Infrastructure Security Agency to establish a voluntary framework for AI developers to share advanced general-purpose AI systems with the federal government for cybersecurity testing for 30 days before they plan to release them. The EO aims to identify and address vulnerabilities early while avoiding mandatory preclearance or licensing requirements that could hinder innovation.

It directs multiple agencies to create classified benchmarks for evaluating AI cyber capabilities, stand up a vulnerability-clearinghouse, expand AI-enabled defenses across critical infrastructure, and prioritize enforcement against malicious AI use. Compared to an earlier draft, the EO scales back government access and reflects the administration’s broader “light-touch” approach – seeking to balance national security concerns with continued U.S. leadership in AI innovation.
