The FCC released a Small Entity Compliance Guide to assist small businesses, providers, and other entities with understanding and complying with the requirements announced in the July 2025 Accelerating Wireline Broadband Deployment by Removing Barriers to Infrastructure Investment Fifth Report and Order, which adopted rules news rules related to communications pole attachments and timelines for related requests. This compliance guide provides an overview of the FCC’s changes to the pole attachment timelines, a new rule requiring faster contractor approval, and new recordkeeping and reporting requirements. The new rules, except for the amendments to 47 CFR §§ 1.1403(b), 1.1411(c)-(k), and 1.1412(a)-(b), (e) which require approval by the Office of Management and Budget, became effective September 25, 2025.
