FCC Adopts R&O Revising CPNI and Portability Rules to Protect Consumers from Fraud

The FCC has adopted a Report and Order revising the FCC’s consumer proprietary network information and local number portability rules to require wireless providers to adopt secure methods of authentication regarding redirecting a customer’s phone number to a new device or provider.  The rule revisions also include a requirement that wireless providers notify customers regarding SIM change and port-out requests.  The Commission hopes that these new requirements will protect consumers from SIM swap scams and port-out fraud.

The Commission also adopted a Further Notice of Proposed Rulemaking that seeks comment on whether to harmonize the FCC’s existing requirements regarding CPNI access for customers with the SIM change authentication and protection measures adopted in the Report and Order.
