The FCC has reconsidered its 2011 rate formula governing the rates charged by utilities for pole attachments used to provide telecommunications services and has made further changes to ensure that the rates charged by utilities for attachments used to provide telecommunications services are as low as the rates charged for attachments used to provide cable services.  By doing so, the FCC has removed a significant regulatory impediment to broadband deployment and neutralized what had been a significant competitive advantage enjoyed by cable broadband over similar services provided by traditional telecommunications carriers.
