FCC Mandates Electronic Filing of CALEA SSI Plans

The FCC’s (FCC) Public Safety and Homeland Security Bureau (Bureau) has issued an Order amending rule section 1.20005 to require the electronic filing of new and updated System Security and Integrity (SSI) Plans by covered entities under the Communications Assistance for Law Enforcement Act (CALEA).  The Order will become effective 30 days after publication in the Federal Register, and the FCC will issue a Public Notice announcing the specific date for mandatory electronic filing of SSI Plans in the CALEA Electronic Filing System (CEFS). As of the effective date, filers must submit new or updated CALEA SSI Plans through the CEFS as paper filings will no longer be accepted. The FCC’s rules require all telecommunications carriers, including facilities-based broadband Internet access providers and interconnected Voice over Internet Protocol (VoIP) service providers, to file SSI Plans with the FCC prior to commencing service. In addition, providers must update their SSI Plans within 90 days following any changes to the information previously filed. The Bureau also confirmed that Trusted Third Parties (TTP) may continue to file SSI Plans in CEFS on behalf of multiple clients.
