The FCC’s Wireless Telecommunications Bureau is seeking comment on a preliminary cost catalog for transitioning incumbent Fixed Satellite Service operations out of the 4.0–4.16 GHz band to make 160 megahertz of mid-band spectrum available for flexible wireless use. The catalog identifies common transition activities and estimated ranges of presumptively reasonable expenses for which eligible space station and incumbent earth station operators may seek reimbursement from new Upper C-band wireless licensees.
The Bureau seeks input on whether the proposed cost categories and estimated expense ranges are reasonable and whether additional transition tasks or categories should be included. It also seeks comment on proposed lump-sum payment categories and amounts for incumbent earth station operators that elect, on a per-site basis, to receive a lump sum in lieu of actual-cost reimbursement, including the methodology used to calculate those amounts and associated filing and certification procedures. Comments on the cost catalog were due October 20, 2026, and reply comments are due November 9, 2026.
