FCC Updates Satellite Spectrum-Sharing Framework

    The FCC has adopted a Report and Order to modernize its satellite spectrum-sharing rules by replacing the Equivalent Power Flux Density (EPFD) framework with a new protection criteria framework that enables non-geostationary orbit (NGSO) satellites to operate more easily and with higher power levels in orbit, while protecting incumbent geostationary orbit (GSO) satellites from interference. Instead of requiring adherence to strict power limits, the new framework will use adaptive coding and modulation (ACM), paired with good-faith coordination requirements, to allocate spectrum resources between GSO and NGSO satellites. According to FCC Chairman Carr, the changes will help “supercharge” satellite competition in the connectivity marketplace.
