The FCC’s rules transitioning the Cellular Service from site-based licensing to geographic-based licensing based on Cellular Geographic Service Area (CGSA) boundaries go into effect on January 5, 2015.  The freeze on the acceptance of certain Cellular applications as well as the interim procedures adopted in the 2012 NPRM will no longer be in effect as of January 5th.  The Commission has not yet set the deadline for filing comments in response to additional changes it proposed to make to the Cellular Service rules, which address the permanent discontinuance of service, mandatory frequency coordination for new-system and CGSA-expansion applications, changes to radiated power limits, and the inclusion of a power spectral density (PSD) model.
